They were then passed on to the Animation Posing department, where the animators would draw the key poses for the scenes and make sure the characters were on model.
These packages were then sent over to Korea (or Taiwan, or wherever they sent them) to have the final animation done. It was hoped that the animators over there would take the scenes and improve upon them, but such was not usually the case.
