In this scene, Tweeg is being told off by the wizard. He's probably saying something like, "I'm the umpire here, I'll decide if they can play with only 3 players."

I'm assuming that what happened in the previous scenes was that the rest of Teddy's team that ate the hot dogs, all got sick and had to leave the game. That way Teddy would have to give up and the Mud Men team would win. Teddy said that he, Gimmick and Grubby could finish the game by themselves and the umpire agreed that they could do that.
